Based on questions students and loanees sent to HELB’s official X account (@HELBpage) and HELB’s own replies, checked on 14 October 2026. Questions are paraphrased.
Diplomas at universities are not funded
HELB has said repeatedly that it does not currently fund diploma programmes offered at universities; diploma programmes are funded only at TVET institutions approved by the Ministry of Education. That is why some universities do not appear in the institution list when “Diploma” is selected.
Advancing from certificate to diploma (or artisan to craft)
If you are advancing a level, HELB says you apply under the TVET first-time application, not subsequent; progression to a Craft Certificate is a Level 5 first-time application.
Finished your course duration
HELB told one student they were not eligible for the 2026/27 TVET subsequent loan because they had completed studies within the approved course duration.
Already had an undergraduate loan
HELB told one applicant that having benefited from an undergraduate loan, they could not get another loan until they began repaying.
