Asked whether renewal needs biometrics again, NTSA said you do need them captured again.

Delays
NTSA says you are notified by SMS when your licence status changes or it is ready. Collect with your national ID at the designated centre. Missing endorsements: email dlqueries@ntsa.go.ke with a copy of your licence.
