Updated 25 October 2026

Kilifi County’s executive is led by Governor Gideon Mung’aro, who took office after the 2022 general election. Day to day, the county’s departments are run by County Executive Committee Members (CECMs), often called county ministers, each supported by one or more chief officers. Governor Mung’aro has reshuffled his team several times, so many lists online are out of date. This page sets out the line-up announced in the governor’s October 2025 reshuffle, which is the most recent change to the CECMs we could confirm, and notes the 2026 changes, which so far have affected chief officers rather than the CECMs themselves.

What changed in the October 2025 reshuffle

The biggest move was at the Treasury. Yaye Shosi, who had run Finance and Economic Planning since the start of the term, was moved to the expanded Gender, Sports, Youth and Social Services department, which also took over Special Programmes and Disaster Management. Philip Kitsao was named acting CECM for Finance, and the Finance department was renamed to include Resource Mobilisation and the Executive Office of the Governor. Ruth Masha moved from Gender to Roads and Public Works.

The governor said the changes were meant to improve efficiency, accountability and service delivery. Kenyans.co.ke reported that some residents protested in Kilifi a few days later over what they described as frequent reshuffles.

Chief officers: changes in 2025 and 2026

Chief officers are the accounting officers under each CECM. Several have been moved since October 2025:

  • October 2025: Hezekiah Mwarua stayed in Finance; Samuel Mkutano moved from Resource Mobilisation to Devolution and Civic Education; Christine Mwaka moved from Blue Economy and Livestock to Public Works; George Mwangiri took Resource Mobilisation; Winnie Luwali moved from Devolution to ICT; Agnetta Karembo moved from ICT to Livestock; and Lawrence Bokoro moved from Public Works to Water. Johnson Jeffa (Energy) and Geoffrey Mwango (Blue Economy) were nominated as chief officers and sent to the County Assembly for vetting.
  • April 2026: KBC reported that chief officer Eliud Kalama Chai’s contract in Public Service Management ended on 31 March 2026, with Winnie Luwali appointed acting chief officer. Agneta Karembo Charo became acting chief officer for Roads, and Christine Mwaka Pekeshe replaced Zamzam Abdurahman Ali in Cooperative Development in an acting capacity.

How Kilifi’s county executive works

Under Article 179 of the Constitution and the County Governments Act, a county executive committee is made up of the governor, the deputy governor and CECMs appointed by the governor with the approval of the county assembly. The number of CECMs cannot be more than a third of the number of members of the county assembly, up to a maximum of ten in larger assemblies. Each CECM is responsible for a department, carries out county laws and policies and reports to the governor and the assembly. Kilifi’s executive has ten departments headed by CECMs, which is the legal maximum.

Chief officers are appointed by the governor from candidates recommended by the County Public Service Board, also with assembly approval. They handle the day-to-day running and budget of each department. When the governor reassigns an existing chief officer, as in the 2026 changes, no fresh vetting is needed; new nominees go to the assembly.
