Teachers employed by the Teachers Service Commission (TSC) move up the career ladder mainly through competitive promotion. Vacancies are advertised, teachers apply online, the shortlisted are interviewed and the best scorers are promoted. The rules for the current cycle are set out in TSC Circular No. 13/2026, dated 24 July 2026, which contains the Guidelines for Promotion of Teachers for the 2026/2027 financial year. Those guidelines apply until 30 June 2027. This guide explains who qualifies, how applicants are scored, how to apply and what to do after an interview.

The Grades You Can Be Promoted Through

TSC grades run from B5 for entry-level primary teachers up to D5 at the top of the institutional administration ladder. Each grade maps to a T-Scale, which is the salary scale. For the 2026/2027 cycle, promotion links were opened for each step from C1 to C2 through to D4 to D5. Common pairings from recent TSC adverts include:

Grade T-Scale Example post from TSC adverts
C1 6 Primary Teacher I
C2 7 Senior Teacher II
C3 8 Senior Teacher I
C4 9 Senior Master IV
D3 13 Principal or Deputy Principal I
D4 14 Senior Principal

Each advert lists its own requirements. For example, advert 80/2026 for Senior Principal, T-Scale 14, offered 148 vacancies from 28 July to 10 August 2026. It required three years as a Principal or Deputy Principal I at T-Scale 13, a satisfactory performance appraisal rating and a shown ability to supervise, mentor and support other teachers. Read the advert for your grade carefully, because special needs education (SNE) posts and administrative posts carry extra conditions.

How Applicants Are Scored

TSC uses grade-specific scoring guides annexed to the guidelines. The parameters are the same across grades:

  • Academic qualifications: higher qualifications earn higher scores.
  • Acting capacity: teachers already acting as head, deputy head, senior master or senior teacher get extra marks.
  • Length of stay in one grade: the longer you have stayed in your current grade, the higher the score.
  • TPAD: your average Teacher Performance Appraisal and Development rating over the past three years counts, and consistently high performers earn more points.
  • Seniority and experience in the teaching service.
  • Other professional assignments: work with KNEC, KICD, the Ministry of Education, KISE, KEMI or TSC activities such as TIMEC and CBC training earns special marks.

Because TPAD carries weight, teachers are expected to show three years of TPAD compliance at interview. Our guide to the TPAD appraisal explains how to keep those records in order.

How to Apply for a TSC Promotion

  1. Watch for the promotion advert on the TSC website and in the main newspapers. It states the grade, number of vacancies, qualifications, duties, application steps and deadline.
  2. Log in to Teachers Online Services with your TSC number and password. Our TSC Online Services portal guide covers login and password resets.
  3. Open the promotion advert for the grade you qualify for and click apply.
  4. Fill in every field accurately. TSC says incomplete or false information leads to disqualification and may bring disciplinary action.
  5. Submit and confirm that TSC has acknowledged the application electronically. Take a screenshot or print the confirmation.
  6. Apply within the 14 days. Manual or paper applications are not accepted.

Interviews and Who Conducts Them

Shortlisted candidates get at least seven days’ notice. The invitation states the date, time and venue and lists the documents to bring. Interviews are held at three levels:

  • Sub-county panels interview primary school teachers, including head teachers and deputy head teachers.
  • County panels interview post-primary teachers, including deputy principals.
  • Regional panels interview secondary school principals, teacher training college staff and curriculum support officers.

Bring original academic and professional certificates, your appointment and last promotion letters, TPAD reports for three years, letters for any acting role, evidence of KNEC or other assignments, your national ID and recent payslips. The invitation letter’s checklist overrides any general list, including this one. You can download payslips through our GHRIS payslip guide.

After the Interview

The TSC Board approves the final list, and successful candidates are published on the TSC website. Selection follows interview scores, subject to constitutional rules: not more than two thirds of promoted teachers may be of one gender, and TSC aims for at least 5% of promotions to go to teachers registered as persons with disabilities. Regional balance is also considered. Promoted heads and deputies are posted to schools with vacancies, and you must report within the period in your promotion letter. If you do not take up an offer within 30 days, it lapses.

Avoid Promotion Fraud

The promotion exercise is free. TSC has warned that fraudsters pose as officials who can secure promotions for a fee. Report any such approach to the nearest TSC office, to the Director Staffing on 020 289 2193 or the Deputy Director Staffing on 020 289 2136, by email to dirstaffing@tsc.go.ke, or at a police station. For other teacher services, see our TSC teachers hub. Teachers thinking about roles outside TSC can browse openings on JobinKenya.

Frequently Asked Questions

How many years must I serve before a TSC promotion?

Three years in your current grade under the 2026/2027 guidelines. Re-employed teachers need three years of continuous service.

Can I apply for promotion manually?

No. Applications are only accepted online through Teachers Online Services within the 14-day window.

Does TPAD affect promotion?

Yes. Your average TPAD rating over the last three years is one of the scoring parameters, and you are expected to show three years of TPAD compliance.

Does a warning letter stop me from being promoted?

TSC may decline to consider you until one year after an administrative warning, or two years after being found guilty in a disciplinary process.

Do I pay anything to be promoted?

No. The process is free, and anyone asking for money should be reported.
