Need dollars in your PayPal account to pay for a subscription, buy from an international store or settle a payment with an overseas client? You can load PayPal straight from M-Pesa using the PayPal mini app inside the M-Pesa app. The money arrives in US dollars within minutes. This guide explains how to top up, what it costs, the limits and how to keep fees down.
Before You Start
- Link your M-Pesa and PayPal accounts. You only do this once, using the PayPal mini app.
- Use a Kenyan PayPal account.
- Have enough M-Pesa balance to cover the amount plus fees.
- Use the M-Pesa app on a supported device. Safaricom says the service is offered on Android.
Step by Step: Topping Up PayPal
- Open the M-Pesa app and log in.
- Open the PayPal mini app.
- Select Top Up.
- Enter the amount you want to load.
- Check the exchange rate, the 3% fee and the M-Pesa paybill fee shown on screen.
- Enter your M-Pesa PIN to confirm.
- The dollars arrive in your PayPal balance. Check it in the PayPal app or website.
What Topping Up Costs
| Item | Detail |
|---|---|
| Conversion fee | 3% applied on the day’s exchange rate, on top ups and withdrawals |
| M-Pesa paybill fee | Charged on top ups only, depends on amount |
| Per transaction limit | KSh 250,000 |
| Daily limit | KSh 500,000 |
| Currency | US dollars only on the PayPal side |
On top ups you pay two charges: the 3% conversion fee built into the exchange rate, and a normal M-Pesa customer to business fee, which depends on the amount. Both appear before you confirm.
How to Pay Less
- Load a larger amount once rather than several small top ups. The paybill fee is charged per transaction, so fewer top ups mean fewer fees.
- Top up close to when you need it. This avoids holding dollars you do not use, especially if you might later withdraw them, paying the 3% fee again.
- Check whether the seller accepts cards. For some purchases, a virtual card such as M-Pesa GlobalPay may be simpler than going through PayPal.

What You Can Use the Dollars For
- Paying for software, streaming and online learning subscriptions.
- Buying from international online stores that accept PayPal.
- Paying overseas freelancers or service providers.
- Paying for domain names, hosting and advertising for an online business.
Understanding the Exchange Rate
The rate shown in the mini app is not the same as the mid market rate you may see on news sites. The 3% fee is applied to the exchange rate, which means you receive slightly fewer dollars than the headline rate suggests. To work out what a top up really costs, divide the total shillings you pay, including the paybill fee, by the dollars that land in PayPal. That gives your effective rate per dollar, which you can compare with other ways of paying for things in dollars, such as a bank card or a virtual card.
If you top up often, keep a simple note of the effective rate each time. Over a few months you will see what is normal and spot a poor rate quickly.
Common Problems and Fixes
The PayPal mini app is missing. Update the M-Pesa app. If you use an iPhone, the service may not be available on your device.
The top up failed. Check your M-Pesa balance, the daily limit of KSh 500,000 and the per transaction limit of KSh 250,000.
The dollars have not appeared. Wait a few minutes, then check PayPal activity. If nothing arrives, contact Safaricom with the M-Pesa transaction code.
Staying Safe
Only top up PayPal for payments you have checked. Scammers sometimes ask buyers to pay through PayPal friends and family, which removes buyer protection. For online purchases, use the goods and services option so you can raise a dispute if the item never arrives. Never share your PayPal login or M-Pesa PIN with anyone.
