First Payslip Kenya Explained: PAYE, SHIF and Housing Levy

First payslip Kenya decoded: KRA PAYE bands, SHIF, 1.5% housing levy, reliefs and what to check in month one. Updated Oct 2026.

First Payslip Kenya Explained: PAYE, SHIF and Housing Levy

Updated 27 October 2026

First payslip Kenya workers usually see four statutory lines before net pay: NSSF, SHIF, the Affordable Housing Levy, then PAYE. KRA’s PAYE page sets monthly bands from 10% on the first KSh 24,000 of taxable pay up to 35% above KSh 800,000, with personal relief of KSh 2,400 a month. SHIF contributions and the employee’s housing levy are deducted when arriving at taxable pay. Updated October 2026.

Sources: KRA — Pay As You Earn (PAYE). Cross-check your employer’s payroll output against that page. This is a reading guide for your first payslip, not personalised tax advice.

First payslip Kenya: read it top to bottom

Cash pay that feeds PAYE includes wages, salary, overtime, bonuses, commissions and similar employment receipts, per KRA. Non-cash benefits above KSh 5,000 a month can also be taxable. Before tax is calculated, KRA lists allowable deductions that include:

  • Affordable Housing Levy under the Affordable Housing Act, 2024
  • Post-retirement medical fund contributions up to KSh 15,000 per month
  • Social Health Insurance Fund (SHIF) contributions
  • Mortgage interest up to KSh 30,000 per month (KSh 360,000 per year) on qualifying loans
  • Registered pension / provident / IRF contributions up to KSh 30,000 per month (KSh 360,000 per year) on the PAYE page limits

The Employment Act housing-levy note on the same KRA page: employee and employer each pay 1.5% of the employee’s gross monthly salary, remitted within nine working days after month-end.

PAYE bands on a first payslip Kenya (monthly)

Monthly taxable pay Rate
First KSh 24,000 10%
Next KSh 8,333 25%
Next KSh 467,667 30%
Next KSh 300,000 32.5%
Above KSh 800,000 35%

Personal relief is KSh 2,400 per month (KSh 28,800 per year). Employers must remit PAYE and file the PAYE return on iTax by the 9th of the following month.

Worked walk-through (illustrative)

Imagine gross cash pay of KSh 80,000 with no mortgage relief and pension contribution within KRA limits already handled inside payroll. Your slip should show SHIF and housing-levy lines, then taxable pay after those allowable items, then PAYE after personal relief. If any line is missing or the math jumps, ask HR for the payroll breakdown rather than guessing. Benefits that may appear without cash

KRA lists taxable non-cash items such as car benefit, housing benefit, cheap loans relative to market rates, and benefits above the KSh 5,000 monthly / KSh 60,000 yearly threshold. Meals provided by the employer up to KSh 5,000 a month, medical cover, and night-out allowances up to KSh 2,000 a day are among the items described as not chargeable within those limits. If your offer letter promised a “gross” package, confirm whether benefits are inside or on top.

What to do in month one

  • Download or photograph every payslip; you will need them for loans, visas and HELB questions later.
  • Confirm your KRA PIN is linked and that you can access iTax.
  • Check NSSF and SHA membership numbers match your ID — see NSSF rates 2026 and SHA registration status.
  • Build an emergency buffer before any car loan; product mechanics differ by bank.

Side-hustle freelancers who later invoice clients should learn eTIMS early — eTIMS vs ETR. A simple personal-finance site for your own tracking can sit on Truehost (affiliate link).

Insurance and other reliefs that may show later

KRA grants insurance relief at 15% of qualifying life, health or education premiums, capped at KSh 60,000 per year, with education policies needing at least a 10-year maturity. That relief may not appear on month-one slips if payroll has not loaded your policy details. Bring the insurer certificate to HR once you buy cover. Club fees and mileage above AA rates can increase taxable pay — read those lines carefully on bonus months.

First payslip Kenya: common HR typos to query

Query any slip that shows housing levy only on basic pay when your contract is fully gross-based, SHIF at zero while you are SHA-registered, or PAYE that ignores personal relief. Ask for the payroll input sheet. Keep month-one and month-two slips side by side; reliefs and pension inputs often appear only after HR finishes master-data setup.

First payslip Kenya and your emergency fund

Before you commit the first surplus to a car loan or chama, park at least one month of net pay in a separate M-Pesa or bank pocket. Statutory deductions make the jump from offer-letter gross to wallet net feel steep; an emergency buffer stops Fuliza or shylocks from becoming the default. Revisit the buffer after probation when PAYE and reliefs stabilise.

Frequently asked questions

Why is my first payslip Kenya net pay lower than 90% of gross?

NSSF, SHIF, housing levy and PAYE stack. On KRA’s framework, SHIF and the employee housing levy reduce taxable pay, but they still leave your bank transfer well below gross.

When must my employer remit PAYE?

KRA requires PAYE payment and return filing on or before the 9th of the following month.

What personal relief appears on a first payslip Kenya?

Resident individuals get KSh 2,400 per month personal relief against the PAYE computed on the bands.

Is the housing levy on gross or basic pay?

KRA’s PAYE page states each employee and employer pays 1.5% of the employee’s gross monthly salary.

Where do I read the official bands?

Use KRA’s Pay As You Earn page (bands effective from the Finance Act 2023 table reproduced there).
