Updated 7 November 2026
Use this Nairobi land rates calculator to estimate, not confirm, what Nairobi City County may charge on your plot for 2027. For valued plots it applies 0.115% to the plot’s value in the 2019 Draft Valuation Roll and then the two caps based on your 2022 rate. For plots in flat-rate zones it returns the annual charge for your plot size. The rules come from three independent reports of the county’s 2027 notice, listed below. Your official bill prevails.
Sources, checked on 7 November 2026: we could not open the official Kenya Gazette copy of the 2027 notice (the Kenya Law PDF was blocked), so this calculator relies on three independent, dated reports of that notice: Vellum’s Kenya Gazette county round-up (week ended 4 September 2026), Kenyans.co.ke (6 September 2026) and The Eastleigh Voice (6 September 2026). All three report the same 2027 bands, the 0.115% rate on values in the 2019 Draft Valuation Roll and the 2022-based caps. The earlier 2026 notice, Gazette Notice No. 15899 of 2025, is shown for background only. Your official bill on the county’s NairobiPay portal is what you actually owe. This tool runs in your browser and stores nothing.

How the Nairobi land rates calculator works
The calculator follows the rules in the county notice, step by step:
- Objection check. If you objected to the 2019 Draft Valuation Roll and the objection is still pending, the notice says you keep paying the old rates until the Valuation Board decides. The calculator stops there.
- Flat-rate zones. If your plot is in a flat-rate zone, the annual charge depends only on size: KSh 2,560 up to 0.1 hectare, KSh 3,200 above 0.1 and up to 0.2 hectare, KSh 4,000 above 0.2 and up to 0.4 hectare, and KSh 4,800 above 0.4 hectare.
- Valued plots. For residential, commercial and agricultural plots in the 2019 Draft Valuation Roll, it multiplies the plot’s value in that roll by 0.115%.
- The 2022 floor. If that result is lower than your 2022 rate, you pay the 2022 rate.
- The double cap. If the result is more than double your 2022 rate, you pay double the 2022 rate.
- Otherwise you pay the new 0.115% figure.
If you leave the 2022 rate blank, the Nairobi land rates calculator shows the uncapped figure and reminds you to add the 2022 rate.
Where to find your roll value, zone and 2022 rate
- Roll value: the plot’s value in the 2019 Draft Valuation Roll, shown on your rates account and bill on the county’s NairobiPay portal, nairobiservices.go.ke. The 2026 notice called this the unimproved site value (land without buildings); the 2027 reports we read do not repeat the term, so use the figure on your bill.
- Classification: your bill shows whether the plot is valued or in a flat-rate zone. The calculator cannot work this out for you.
- 2022 rate: from your 2022 rates bill or statement. If you no longer have it, request a statement from the county.
- Plot size: from your title, lease or survey plan. One hectare is 10,000 square metres, so a 50 by 100 foot plot is roughly 0.046 hectare.
If your plot does not appear in the draft roll, the county asks owners to contact the Chief Valuer at City Hall.
Worked examples
| Case | 0.115% of roll value | 2022 rate | Estimated 2027 rate |
|---|---|---|---|
| roll value KSh 10m | KSh 11,500 | KSh 8,000 | KSh 11,500 (between floor and cap) |
| roll value KSh 40m | KSh 46,000 | KSh 15,000 | KSh 30,000 (double cap) |
| roll value KSh 3m | KSh 3,450 | KSh 5,000 | KSh 5,000 (2022 floor) |
| 0.05 ha, flat-rate zone | n/a | n/a | KSh 2,560 |
These examples use illustrative values; your own roll value and 2022 rate come from the county’s records.
Limits of the Nairobi land rates calculator
- The official bill on NairobiPay prevails. It may include arrears, penalties or interest that this tool does not calculate.
- The tool does not handle exemptions, waivers or special cases. The county decides those.
- It covers Nairobi City County only. Other counties set their own rates under their own notices.
- Sectional title owners must now open individual rates accounts, so your share may be billed differently from the old block account.
- Land rent (ground rent) on leasehold land is a separate national charge and is not included.
After you calculate
Compare the estimate with your bill. If the bill is much higher, check the roll value, the plot number and whether arrears were added. Pay only through the channels shown on the official bill and keep the receipt. For the full background, read our explainer on Nairobi land rates for 2027. If you are buying property, budget for stamp duty and do a land search on Ardhisasa as well.
When the 2027 land rates fall due
The county’s notice says land rates for 2027 become due on 1 January 2027. Use the Nairobi land rates calculator in December to budget, then pull the official bill once it is issued. Kenyans.co.ke reported in September 2026 that the county has appointed six private debt recovery firms to chase owners with land rate arrears older than three years, so check that earlier years are cleared as well. Landlords should include the annual figure in their rent and service-charge budgets, and buyers should agree in the sale agreement who settles any outstanding rates before transfer. Banks and buyers usually ask for a rates clearance certificate, which the county issues only when the account is up to date.
Checking the calculator yourself
You can reproduce any result by hand. Multiply your roll value by 0.00115 to get the new figure. Compare it with your 2022 rate: if it is lower, the 2022 rate applies; if it is more than twice the 2022 rate, double the 2022 rate applies; otherwise the new figure applies. For flat-rate zones, read the charge from the size bands above.
Frequently asked questions
What rate does the Nairobi land rates calculator use?
0.115% of the 2019 Draft Valuation Roll value for valued plots, and KSh 2,560 to KSh 4,800 for flat-rate zones, as reported from the county’s 2027 notice.
Why does the calculator ask for my 2022 rate?
Because the notice keeps the 2022 rate where the new figure is lower and caps the charge at double the 2022 rate where the new figure is more than double.
Is the calculator result my official bill?
No. It is an estimate; your bill on nairobiservices.go.ke prevails.
Does the calculator include penalties on arrears?
No. It estimates the annual charge only.
Can I use the Nairobi land rates calculator for other counties?
No. The Nairobi land rates calculator uses Nairobi City County’s schedule only; other counties publish their own rates.
