Courier and postal operators are licensed by the Communications Authority of Kenya (CA). You need the licence before offering courier services to the public.

Common document list

  • Cover letter to CA Licensing
  • Certificate of incorporation and CR12 (recent)
  • IDs of directors and shareholders
  • Company and directors’ KRA PINs and a valid Tax Compliance Certificate
  • Business plan covering network and three-year outlook
  • Memorandum and articles (or equivalent)
  • For foreign-owned companies, local shareholding rules as CA states (often a minimum Kenyan shareholding)

Process

  1. Download the current application form from ca.go.ke.
  2. Complete it and have documents certified by a Kenyan commissioner for oaths where required.
  3. Pay the non-refundable application fee (CA has listed KES 5,000 for the application stage; confirm on the live form).
  4. Submit to CA and respond to any clarification requests.
  5. Pay licence and annual fees for your category (public postal, international or national operator) as quoted by CA when approved.
