A Road Service Licence is required for many passenger service vehicles. NTSA handles licensing through TIMS on eCitizen.

Usual requirements

  • Original logbook
  • Valid vehicle inspection report
  • Speed governor compliance certificate where required
  • Vehicle identity certificate
  • Driver with a valid PSV badge
  • Owner’s ID

Indicative charges by capacity

Published guides have listed about KES 2,700 (6–8 passengers), KES 3,200 (9–14) and KES 3,750 (15–25). Confirm the amount on your NTSA invoice before paying.

  1. Log in to NTSA TIMS via eCitizen.
  2. Select Road Service Licence application for the vehicle.
  3. Upload or present the inspection and compliance documents.
  4. Pay and await approval.
  5. Keep inspection and RSL renewals aligned so the vehicle stays legal on the road.
