Consultancy tenders cover work where a public body buys expertise rather than goods: feasibility studies, audits, surveys, designs and supervision, training, research, evaluations and advisory services. Most start with a request for expressions of interest, after which shortlisted firms receive a request for proposals. The list below shows every open consultancy tender and expression of interest on Kenya’s public tender portal, refreshed each morning.

How Consultancy Procurement Works
- Expression of interest. The entity describes the assignment and asks firms or individual consultants to show their experience and qualifications. There is usually no price at this stage.
- Shortlist. The entity shortlists the firms that best meet the criteria.
- Request for proposals. Shortlisted firms submit a technical proposal and a financial proposal. The technical proposal is scored first, and only those above the pass mark have their financial proposal opened.
- Negotiation and contract. The entity negotiates with the highest-ranked firm and signs a contract.
What Makes a Strong Expression of Interest
- Evidence of similar assignments, with the client, value and dates, and reference letters where possible.
- CVs of the key experts who will do the work, matching the qualifications asked for.
- Registration with the relevant professional body, such as ICPAK for audit work, the Engineers Board of Kenya for engineering or BORAQS for architects and quantity surveyors.
- Business registration, a KRA PIN and a valid tax compliance certificate.
Firms often lose points for generic documents. Tailor your experience to the terms of reference.
