An Assistant Chief needs KCSE C- (minus), age 30 or more, residence in the sub-location, good conduct and computer certificates. A Chief needs C (plain), age 35 or more and a relevant diploma.

Updated 18 October 2026

To become an Assistant Chief in Kenya you need a KCSE mean grade of C- (minus), be at least 30 years old, live in the sub-location you are applying for, and have a certificate of good conduct and a computer applications certificate. A Chief needs a KCSE C (plain), must be at least 35, and needs a diploma in a relevant field such as public administration or community development. These rules come from the Revised Scheme of Service for National Government Administrative Officers (October 2015), which the Interior Ministry still applies in 2026.

Interior Cabinet Secretary Kipchumba Murkomen confirmed these minimum requirements in Parliament in 2025, saying the scheme of service did not need to be reviewed.

Detailed requirements for an Assistant Chief

A typical Interior Ministry advert for Assistant Chief Grade II, such as one for a sub-location in Baringo North in November 2023, lists these requirements:

  1. KCSE mean grade C- (minus) or its equivalent from a recognised examining body.
  2. Age of not less than 30 years. Some adverts also set an upper limit, for example 45 years in that Baringo advert.
  3. Residence in the specific sub-location being filled.
  4. A certificate of good conduct.
  5. Good communication skills.
  6. A certificate in computer application skills from a recognised institution.

The age rule is taken seriously. In September 2025 the Employment and Labour Relations Court cancelled the appointment of an Assistant Chief in Wajir County because the appointee was 26, below the required 30, and ordered the post to be re-advertised and damages paid to a qualified candidate.

Detailed requirements for a Chief

A Chief oversees a location, which is made up of several sub-locations. The entry grade, Chief II, needs:

  • KCSE mean grade C (plain) or equivalent.
  • At least 35 years of age.
  • A diploma in Public Administration, Management, Social Work, Community Development, Education, Governance, Conflict Management or an equivalent course from a recognised institution.
  • Residence in the location.
  • A certificate of good conduct and computer skills.

Some news reports describe the Chief requirement as a certificate rather than a diploma, so always follow the wording of the specific advert you are responding to.

Waivers for marginalised areas

In April 2025 the Interior CS said that in marginalised areas, where it is hard to find applicants who meet the academic requirements, the Public Service Commission can grant academic waivers so that local communities are not locked out. The waiver is for academic grades only. The residence rule still applies and is mandatory everywhere.

How chiefs and assistant chiefs are recruited

  1. Advert: the Ministry of Interior and National Administration advertises vacancies, usually through the county or sub-county commissioner’s office and public notices. Watch the noticeboards at your sub-county offices and the Ministry’s official channels.
  2. Application: you submit an application with copies of your ID, KCSE certificate, other certificates and certificate of good conduct before the deadline.
  3. Shortlisting and vetting: a Sub-County Recruitment and Selection Panel, chaired by the Deputy County Commissioner, checks that applicants really live in the area. The National Intelligence Service runs background checks on shortlisted candidates, covering residence, education, work history, character, community relations and any criminal record.
  4. Interview: shortlisted candidates are interviewed by the panel.
  5. Appointment: the successful candidate is appointed and posted to the location or sub-location.

You can get your certificate of good conduct online through eCitizen and the DCI. Apply early, because it can take a while to be issued. You will also need a valid KRA PIN for employment in the public service.

What does a chief do?

Chiefs and assistant chiefs are national government administrators at the grassroots. Their work includes keeping law and order, coordinating national government programmes, settling local disputes, supporting security agencies, helping residents access services such as ID applications and letters for bursaries or land matters, and reporting on what is happening in the area. Because they work closely with residents every day, local knowledge and good standing in the community count heavily in interviews.

Tips to improve your chances

  • Get your computer certificate before the advert comes out, since it is a requirement and short courses take weeks.
  • Keep originals and certified copies of all certificates ready.
  • Make sure your ID and other records reflect that you live in the area, because residence is checked.
  • If you are looking for other government jobs while you wait, check current listings on Job in Kenya.
