HELB Loan Stuck on “Allocated”? Why Disbursement Waits for the Dean (2026/27)

The single most common question on HELB’s X page in October 2026 is some version of “my loan has been on allocated for weeks or months – when will I be paid?”. Here is what HELB itself has been replying.

Based on questions students and loanees sent to HELB’s official X account (@HELBpage) and HELB’s own replies, checked on 14 October 2026. Questions are paraphrased.

What HELB says “allocated” means right now

In dozens of replies on 13 October 2026, HELB told students whose 2026/27 loans were at allocation stage that it was waiting for confirmation from the Dean of Students that the student is currently in session, and that disbursement would follow once that confirmation arrives.

To others, HELB said the disbursement process had “already been initiated” or was in its “final stages”, and that it would communicate once payment is made.

Do you need to have registered for units?

No, according to HELB. Asked whether a student must first register for semester units (which some universities only allow after fees are cleared), HELB replied that registration is not required – the university confirms that you should be in session, and then the money is paid.

What HELB has not said

In late September it told several students to expect upkeep and tuition “within 1-2 weeks”, but that was a reply to individual cases, not a general deadline. We will not guess one.

What you can do

  • Check your status on the HELB student portal, the HELB app or *642# (see how to check HELB loan status).
  • Ask your university’s Dean of Students / student finance office whether your in-session confirmation has been sent to HELB.
  • If your status shows something else (for example that no 2026/27 application was received), see HELB 2026/27 application FAQ.

Frequently asked questions

Why is my HELB loan still on allocated?

HELB says that, for many 2026/27 applicants, it is waiting for the Dean of Students to confirm the student is in session. Disbursement follows once the confirmation is received.

The dean already confirmed me. Why no money yet?

HELB told some students that the disbursement process has been initiated or is in its final stages and it will communicate once payment is made. It has not given a fixed completion date.

Must I register units before HELB pays?

HELB said no – the university confirms you should be in session and the funds are then paid.

Will I be told when I am paid?

Yes. HELB says you get an SMS once payment is complete, and batch reports are posted on its X page.
