Quick answer: IFMIS (the Integrated Financial Management System) is the Oracle-based system national government and county governments use to plan budgets, buy goods and services, pay suppliers and report on public money. For businesses, the big change is that supplier registration and bidding moved to the new e-GP portal (egpkenya.go.ke), which the Treasury made mandatory for anyone selling to government from 1 July 2025. IFMIS still runs behind the scenes for payments and reporting.
This guide explains what IFMIS does, how it affects suppliers, the taxes it withholds, how it links to e-GP and who to call for help. It is based on the National Treasury’s IFMIS page and its June 2025 Notice to Suppliers on e-GP, read on 25 October 2026.
What Is IFMIS?
The Treasury describes IFMIS as an Oracle enterprise resource planning (ERP) system used at both national and county level. It is one of the government’s public finance management reforms, and the Treasury says it has changed three core areas: budget formulation and execution, public procurement, and financial reporting. Because every transaction is recorded in one system, it gives the Treasury more visibility of spending and lets it cross-check data with other agencies, which the Treasury says has reduced opportunities for fraud.
The Seven IFMIS Components
| Component | What it does (as described by the Treasury) |
|---|---|
| Plan to Budget | Links planning and policy objectives to budget allocations |
| Procure to Pay | An integrated, automated supply chain management system |
| Revenue to Cash | Automatically reconciles revenue and payments |
| Record to Report | A secure two-way link with the Central Bank of Kenya for the government’s financial position and real-time statutory reports |
| ICT to Support | Software, hardware and infrastructure support |
| Communicate to Change | The IFMIS Academy for training |
| Business Intelligence | Analysis tools for managers and leaders |
What IFMIS Means for Suppliers
Payments go straight to your bank
The Treasury says the IFMIS link with CBK lets government pay directly from a ministry or department’s account at the Central Bank into the supplier’s account at a commercial bank. Cash and cheque payments to suppliers have been eliminated, so make sure the bank details on your supplier record are correct.
Taxes are withheld automatically
IFMIS is integrated with KRA’s iTax. According to the Treasury, this generates withholding tax certificates automatically for suppliers at national and county level and posts them to the supplier’s ledger. The Treasury lists the withholding rates applied through the integration as:
- 2% withholding VAT;
- 3% income tax;
- 10% on rental income; and
- 5% on consultancies.
Keep these certificates, because they are your record of tax already paid on your behalf when you file your own returns. Our guide to getting a KRA PIN for a company covers the first step if you are new to supplying government.
Supplier details come from KRA
The Treasury says the KRA link let suppliers register their companies and business names in IFMIS after the data was validated against KRA, with approval automated within about two hours. That same principle carries over to e-GP: your registration details must match your KRA and Business Registration Service records.
IFMIS vs e-GP: Where Do Suppliers Register Now?
In its Notice to Suppliers dated 18 June 2025, the National Treasury said it is rolling out an end-to-end Electronic Government Procurement (e-GP) system across all procuring entities in national and county government. The key points:
- All suppliers, contractors and consultants must self-register on egpkenya.go.ke.
- Registration became a prerequisite for taking part in government procurement from 1 July 2025.
- The Treasury runs free supplier registration webinars every Thursday; you register for them in the Supplier Training section of the e-GP portal.
- A supplier registration manual is available on the portal.
- In-person help is available at the e-GP offices, 6th Floor, Room 622, Treasury Building, Harambee Avenue, Nairobi (9am to 4pm), and at the National Treasury desk in any Huduma Centre.
In practice: register and bid on e-GP, while invoices, payments and tax withholding continue to rely on the government’s financial systems. Our step-by-step guide to registering on e-GP Kenya as a supplier covers the portal itself.
Common IFMIS Problems and What to Do
- Payment delayed: ask the procuring entity’s accounts office whether your invoice has been approved and a payment voucher raised in IFMIS. Payment only moves after internal approval.
- Withholding certificate missing: check your iTax account first, then ask the paying entity to confirm the posting.
- Wrong bank or company details: update them with the procuring entity and on e-GP, making sure they match KRA and BRS records.
- Technical errors on government systems: use the help desks below.

For e-GP, the weekly Thursday webinars are the main route.
