Updated 27 October 2026
AGPO registration lets women-, youth- and disability-owned enterprises bid for the share of government tenders set aside under Kenya’s preference and reservations scheme. Public entities must allocate at least 30% of procurement spend to micro and small enterprises owned by youth, women and persons with disabilities. This guide covers the women’s category documents, the online steps on agpo.go.ke, and what “70% ownership / 100% leadership” means. Updated October 2026.

AGPO registration: who qualifies
AGPO (Access to Government Procurement Opportunities) is aimed at enterprises owned by youth, women and persons with disability. On the official AGPO site, a qualifying enterprise is a legal entity that:
- Is registered with the relevant government body; and
- Has at least 70% membership of youth, women or persons with disabilities, with 100% leadership from that same target group.
AGPO FAQs define a disadvantaged group-owned enterprise as a sole proprietorship, partnership or limited company whose capital or shares are at least 70% held by the disadvantaged group.
Documents for women-owned businesses
For the women category, agpo.go.ke lists original scans of:
- National Identity Card or Kenyan Passport
- Business Registration Certificate or Certificate of Incorporation
- CR12 for a limited company (system-generated soft copy from the Registrar / eCitizen)
- Partnership Deed for a partnership
- Tax compliance certificate
The FAQs also mention CR13 for limited liability partnerships, affidavits where names differ, letters of administration for estate companies, and a National Construction Authority certificate for construction-category applicants. Youth applicants must be aged 18–34; persons with disabilities need the National Council for Persons with Disabilities registration document.
How to complete AGPO registration online
Steps published on the AGPO FAQs page:
- Go to www.agpo.go.ke and click Register.
- Create an account (personal details, email, password). Activate via the email link.
- Log in as a returning user with that email and password.
- Register the business, fill the required fields, and attach original scanned documents or official soft copies.
- Visit the nearest Huduma Kenya Centre AGPO desk for processing.
Business names on the form must match the registration certificate exactly. After certification, use the portal’s verify-certificate tool when a procuring entity asks.
Where to find AGPO tenders
AGPO FAQs point suppliers to the AGPO Facebook page, daily newspapers, www.tenders.go.ke, ministry and county websites, notice boards, and supply-chain departments. Procurement complaints go to the Public Procurement Regulatory Authority at www.ppra.go.ke.
Women who are still formalising the business should sort KRA compliance first — see our KRA Contact Centre guide and eTIMS vs ETR in Kenya if invoicing government buyers. Creators and freelancers building a company site can compare hosting on Truehost (affiliate link).
After you are certified
- Keep tax compliance current; expired TCC blocks many awards.
- Renew AGPO listing when the portal or Huduma desk requires it (PPRA notes older lists drop firms that do not renew).
- Read each tender’s preference clause; the 30% set-aside is implemented through budgets, plans, notices and awards that entities report quarterly.
- Never pay a “broker” to guarantee an AGPO certificate — use Huduma and agpo.go.ke only.

Common AGPO registration mistakes
Most rejected or delayed files share the same problems: a business name that does not match the certificate character-for-character, a CR12 that is outdated after a share transfer, tax compliance that expired between upload and the Huduma visit, or leadership that is not 100% women when the scheme selected is women. Fix the registry and KRA records first, then re-upload. Keep PDF scans readable; the portal asks for original scans or official soft copies, not photos of photocopies.
If you operate as a chama that has not yet incorporated, finish business registration before AGPO. AGPO is for enterprises that already exist in the government registries, not for informal merry-go-rounds.
AGPO registration renewals and verification
After you receive a certificate, use the verify-business tool on agpo.go.ke when a ministry buyer asks. Keep your tax compliance certificate in force; many tender portals reject expired TCC even when AGPO is still valid. If ownership changes, update CR12 and re-file leadership evidence so the 70%/100% tests still hold. Huduma desks remain the place to process amendments if the portal sends you there.
Frequently asked questions
How long does AGPO registration take?
The official pages emphasise completing the online file then processing at a Huduma AGPO desk. They do not publish a fixed nationwide turnaround day count, so ask the desk when you submit and keep your activation email.
Is AGPO registration only for women?
No. Separate requirement lists exist for youth, women and persons with disabilities. The 30% procurement allocation covers all three target groups.
Do I need a CR12 for AGPO registration?
Limited companies must upload a CR12 from the Registrar of Companies (eCitizen soft copy). Sole proprietors use the business registration certificate path instead.
Where do I complain about an unfair tender?
AGPO FAQs direct procurement-proceeding complaints to PPRA (www.ppra.go.ke).
What ownership split do I need?
At least 70% membership/ownership by the target group and 100% leadership from that group, per the AGPO qualifications text.
