Updated 25 October 2026

The Kenya Dairy Board (KDB) is the state corporation that regulates, develops and promotes Kenya’s dairy industry under the Dairy Industry Act (Cap 336). If you sell milk, run a milk bar, process yoghurt or ghee, operate a cooling plant or want to import or export dairy produce, you will deal with a KDB office at some point, usually the one nearest your premises. This guide lists every KDB office shown on the Board’s own branch locator, with the building, phone number and email for each, and explains what the regional offices actually handle.

All contacts below were taken from the official branch locator on the KDB website (kdb.go.ke, Contact Us page) in October 2026. KDB offices open Monday to Friday. Numbers do change, so if a line does not go through, use the head office contacts.

What a KDB regional office does

Most people contact a regional office for one of four reasons:

  • Preliminary inspection. Before you apply for a permit to run a milk bar, mini dairy, cottage industry or dispenser, KDB asks you to contact the nearest office so an officer can inspect the premises and point out anything that needs fixing.
  • Permit inspections and renewals. After you apply online, the office inspects the premises. Permits run for one year, so the same office handles your renewal.
  • Compliance and complaints. Officers check milk handling premises for hygiene and quality, and the office is where you report unlicensed milk vendors or suspect produce in your area.
  • Advice for new plants. If you are building a processing or cooling plant, KDB says to seek regular advice from its compliance officers while construction and equipment layout go on.

How KDB licensing works

KDB’s licensing procedure for primary producers, milk bars, cottage industries, mini dairies and dispensers is short:

  1. Identify a suitable premises for the dairy business.
  2. Contact the nearest KDB office for a preliminary inspection and fix any non-compliance it finds.
  3. Apply online and pay the application fee.
  4. KDB inspects the premises. If you pass, you pay the licence fee.
  5. The licence is issued for one year. You then start operations and pay monthly cess and levy where they apply.

New processors and cooling plants have extra steps. You need your legal approvals (for example NEMA and county approvals) before construction starts, and KDB issues an Assurance Letter once you submit the plant design and those approvals. The final inspection and online application then follow the same pattern.

KDB permit fees

KDB’s permit categories and fees page lists the following annual licence fees. Application for licences and registration is free, and primary producer registration is free.

Licence Annual fee
Milk bar KSh 2,500
Dairy produce dispenser KSh 2,500
Cottage industry (up to 500kg a day) KSh 4,000
Mini dairy (500kg to 10,000kg a day) KSh 6,000
Cooling plant KSh 1,000
Processor KSh 25,000
Processor handling above 20,000 litres a day (permit category) KSh 50,000
Import permit KSh 100,000 a year, plus KSh 1,000 application and KSh 5,000 per consignment
Export permit KSh 1,000 a year, plus KSh 1,000 application and KSh 1,000 per consignment
Transit permit Free

The same page also shows some of these categories as free under a separate permit heading, so confirm the amount with your regional office before you pay. Always pay through the official online system, not to an individual.

What inspectors look for

KDB’s permit requirements cover the premises (location, design, ventilation, lighting and protection from contamination), food grade equipment that is easy to clean, clean and medically certified staff, up to date quality records, proper waste management, a supply of potable water, a qualified supervisor, correct processing schedules such as pasteurisation time and temperature, and control of flies, rodents and birds. Getting these right before the preliminary inspection saves a second visit.

If you are setting up a dairy business, you will usually need a county trade licence too; see our guide on how to apply for a single business permit. Farmers looking for seed and research support can also use our lists of Kenya Seed Company branches and KALRO research institutes. For context on supply, see our report on the drop in formal milk deliveries.
