Oparanya’s warnings to sacco boards

Speaking at the Stima DT Sacco annual delegates conference in Mombasa, Oparanya said growing savings increase the duty on sacco leaders to protect members’ money. His main points:

  • Don’t overpay dividends: boards should balance returns with building reserves, and not pay attractive dividends at the cost of resilience.
  • Lend responsibly: assess repayment capacity, monitor loans and avoid repeated restructuring that hides bad loans.
  • Invest in secure systems: surpluses should fund technology and cybersecurity.
  • Be transparent: in procurement, recruitment, lending and investment, act on audit findings and disclose conflicts of interest.
  • Lend for production: more credit to small businesses, agriculture and housing, plus products for youth and women entrepreneurs.

“Public confidence depends on institutions honouring their commitments consistently and addressing weaknesses before members suffer loss or interrupted services,” he said.

Why governance is in focus

The warnings come as the sector deals with the collapse of KUSCCO, the saccos’ umbrella union, which a forensic audit found had about KSh17 billion in liabilities against KSh5.4 billion in assets. Its properties go to auction in November; see our report on the KUSCCO auction dates and venues. Symon Mburia took over this week as acting Commissioner for Co-operative Development after David Obonyo retired.

Stima DT Sacco’s plans

Stima DT Sacco reported assets of about KSh75.27 billion in 2025 and is targeting KSh113.5 billion under its 2025–2029 strategic plan. CEO Gamaliel Hassan said it will focus on efficiency, new revenue streams, risk management and better digital platforms, with products spanning savings, credit, home ownership, investment and retirement.

What members should check in their own sacco

  • Is it regulated by SASRA? Deposit-taking saccos must be licensed; check SASRA’s published list.
  • Read the audited accounts at the AGM: loan defaults, reserves and how dividends were funded.
  • Ask how often loans are restructured.
  • Understand loan terms; our sacco loan calculator guide shows how reducing-balance repayments work, and our explainer on sacco loan buy-offs covers switching lenders.
